LONDON (AP) – The United Kingdom announced on Wednesday that it will declare Russian mercenary group Wagner a banned terrorist organization because it continues to pose a threat to global security even after the death of leader Yevgeny Prigozhin.

The government said an order would be issued in parliament to ban the group under the Terrorism Act. Once the naming is approved by the legislature, membership or support will be excluded from Wagner, who played a key combat role during the Russian invasion of Ukraine. It also operated in Syria and several African countries.

Interior Secretary Suella Braverman said Wagner “has been involved in looting, torture and barbaric killings. His operations in Ukraine, the Middle East and Africa pose a threat to global security.”

“They are terrorists, pure and simple – and this ban decision makes that clear in British law,” she said.

The ban will allow British authorities to seize the organisation’s assets, although this power is largely symbolic as Wagner is not known to operate in the UK.

The move follows a July recommendation by Parliament’s influential Foreign Affairs Committee to ban Wagner. The committee said British authorities had “underestimated and underestimated” the threat posed by the mercenary group.

The committee said Wagner’s future was uncertain after Prigozhin’s short-lived armed mutiny against Russia’s top military leaders in June. Lawmakers said Britain should take advantage of the muddled situation to “disrupt” Wagner.

Two months after the June mutiny, Prigozhin was reportedly killed in a plane crash on August 23. A preliminary assessment by US intelligence found that the plane was shot down by a deliberate explosion. The government of Russian President Vladimir Putin has denied any involvement.
